In recent years, due to the rapid population growth in Luzhou (increasing from 150000 ~ 200000 since 1997), residents in Luzhou have a stricter requirement for their own living environment. In the past, Taiwan Power Company built many transformer stations and electric towers in Luzhou. People in the earlier period of Luzhou were mainly engaged in farming, so hardly anyone knew the hazard possibly brought by transformer stations and electric towers. Until recent 10 years, residents living in Luzhou have heard that electric towers may injure human health and they have felt that a high voltage tower in every other block seriously affects their life as a result of population growth. Consequently, a series of struggles against Taiwan Power Company and government were carried out. In spite of cruel struggling history, it is necessary for us living in Luzhou to understand this special history.

Taiwan Power Company plans to build the 4th transformer station in the place where a park is going to be built in Luzhou District, New Taipei City and residents are strongly against it, claiming that it is unnecessary to build so many transformer stations in Luzhou. At that time, there have been 3 transformer stations in Luzhou City and residents cannot understand why the 4th one is to be built by Taiwan Power Company. Therefore, they surround Taiwan Power Company for sit-in protest. |

As Taiwan Power Company insists on building Sanlu Superhigh Voltage Transformer Station in Luzhou City, more than 5,000 residents in Luzhou take to the streets with their family members to defend the home and vow that they will never give up and fight to the very end. Taiwan Power Company shows that Sanlu Superhigh Voltage Transformer Station is built for the sake of residents in Taipei not merely for the supply of residents in Luzhou. However, it cannot guarantee to avoid the events of public safety, which annoys the residents in Luzhou. |

In recent years, Luzhou District Office, New Taipei City has actively strived for the underground of cable of power transmission tower towards Taiwan Power Company. However, Taiwan Power Company intends to build Sanlu Superhigh Voltage Transformer Station in agricultural region in the north of Luzhou City by virtue of underground. Sanlu Superhigh Voltage Transformer Station will be built in a manner of modern indoor transformer station and all the input and output power transmission lines adopt the underground, considering both landscape and safety. The input and output overhead power transmission lines in the south of Luzhou Transformer Station can also be out of service and torn down jointly.

Residents in Luzhou try their best to strive for the underground of high voltage tower, and finally Taiwan Power Company makes the promise. Thus, all the residents are relieved. Taiwan Power Company indicates that in consideration of the demand for urban environmental changes, Taiwan Power Company will prepare a budget year after year and plans to realize the underground of all the high voltage towers in the downtown. |

The plan that Taiwan Power Company intends to build extra high voltage transformer station in the agricultural region in the north of Luzhou has been prepared for more than 10 years. Ms. Yueh-e Li Weng and Mayor of Luzhou City say that there have been 4 transformer stations in Luzhou City, and the density of transformer station built in Luzhou tops No. 1 across the country according to the calculation of population and area. Therefore, no transformer station will absolutely be built in Luzhou.

5 high voltage towers with 161000 volt can be seen along Sec. 2, Yong’an S. Rd. next to Yamugang Ditch in Luzhou and they have been built for more than 20 years. Taiwan Power Company has determined to realize the underground of line. It is expected to design, plan and let a contract next year and will be completed in 2018 with the construction period of about 2 years.

Taiwan Power Company outsources to clean the helicopter which had a falling accident next to high voltage tower in New Taipei City, which gives rise to great doubt in the outside world. Mr. Hui-ching Yeh, the Director of Economic Development Department, New Taipei City Government indicates that there are a total of 4 minefields of Tucheng, Luzhou, Xizhi, Shenkeng in New Taipei City where there are nearly 100 high voltage towers next to residential district. Once the helicopter cleaning program is adopted, it is like an irregular bomb seriously threatening residents’ safety. Thus, the underground project carried out by Taiwan Power Company admits of no delay. Besides, there are also high voltage towers surrounding Yamugang Ditch in Luzhou District, which is only 1 or 2 m away from residence and electric wires bestrew the surrounding and are like “urban malignant tumour”.

After reading the above-mentioned news, we have known that residents in Luzhou ever struggled against electric towers and transformer stations; meanwhile, we have also understood that thanks to their efforts for struggling, we can now live in a place where there are parks, green spaces and open parking lots and we can own more empty spaces to facilitate our life after the underground of electric towers. Therefore, we should treasure the hard-won land.
